Abstract

Civil society institutions in Uzbekistan remain financially fragile despite rapidly growing budget support. Using comparative, statistical and regulatory analysis of international and national data, this article diagnoses revenue concentration and state dependence, and proposes a three-tier mechanism combining formula-based public funding, tax-incentivised private giving and earned income. Three practical recommendations directly target the forthcoming Civil Society Development Strategy until 2030.
