Abstract
This article discusses the procedure for selecting qualified personnel in various government and non-governmental organizations and institutions implementing this announcement. At the same time, the article provides information on the opinions and theories of foreign scientists and foreign interpretations of this process. Besides of that, this article indicates and interprets us some criateries about personnels’ selection.
